Permanent Residence in Montenegro: Everything You Need to Know if You Are an Entrepreneur or a Business Owner

Imagine that after years of investment, hard work and running a business in Montenegro, you finally have right to stay here permanently. Obtaining permanent residence is not just an administrative step—it is a confirmation that you have found a home here, a place where your business can thrive. Let us guide you through everything you need to know to achieve this goal!

Who Can Obtain Permanent Residence?

Permanent residence can be obtained by those who have had a continuous temporary residence for the previous five years, which means that you have regularly renewed your residence permit each year. This right applies to entrepreneurs, as well as executive directors who are simultaneously the sole owners of their company or hold more than 51% of the company’s capital. If this description fits you, keep reading, as this guide is for you!

Requirements for Obtaining Permanent Residence

In order to successfully obtain a permanent residence permit, you need to meet the following requirements:

  1. Valid Foreign Passport – This is your primary document and must be valid throughout the entire process.
  2. Proof of Income – You need to show that you have constant, regular, and sufficient means of income to support your living. This can be proven by documents showing your earnings from employment or from running your business.
  3. Health Insurance – You must have insurance that covers your healthcare needs in Montenegro.
  4. Secured Accommodation – You can submit a notarized Lease agreement or Proof of ownership of an apartment or house where you reside (a property certificate).
  5. Knowledge of the Montenegrin Language – You must provide proof of language proficiency, such as a certificate issued by the Faculty of Montenegrin Language (Niksic or Cetinje department). If you are unsure about your language skills, don’t worry—there are courses available that can help you quickly master the basics.

How Long Does the Process Take?

The process of obtaining the permit can take up to six months from the moment of sumbitting all the required documents. Although this might seem like a long time, it is the necessary period for everything to be verified and to ensure that you meet all legal requirements.

How Long is the Permanent Residence Permit Valid?

The permit is issued for a period of five years. After that period, you will need to apply for extension. The good news is that once you obtain this permit, the process of extending it becomes much simpler.
